Shawn is a retired Air Force 1-Star General with 30 years of experience, education, and expertise leading organizations and developing teams in high-stakes and high-demand environments across the globe. He culminated his distinguished military career as the Director, Air Force Manpower, Organizations, and Resources where he was responsible for leading the management and oversight of the Air Force’s personnel enterprise encompassing more than 694,000 military and civilian members, and the programming of more than $64 billion in annual funding for the personnel pay portion of the Air Force’s budget. He also set standards and policy for strategic personnel sourcing, performance management, organizational structure, and manpower data systems.

He served in a wide variety of positions of ever-increasing responsibility levels, including leading the 3000-person air base wing at the United States Air Force Academy. Essentially, he served as the Academy’s mayor, directly supporting the deliberate development of future Air Force leaders. He is a deeply experienced Human Resources professional and C-suite level executive. 

In January of 2020, Shawn was hand-selected by the Department of the Air Force to serve as the first-ever Deputy Chief Human Capital Officer for the newly forming United States Space Force. He was part of the initial leadership team that created the newest United States military service in more than 70 years. Known for delivering impacting and innovative Talent Management initiatives, he was tasked, among other strategic priorities, to develop and deliver the Space Force’s first-ever talent management strategy.

Shawn holds both a bachelor’s and master’s degree in business administration, a graduate certificate in Organizational Management, and served as an Air Force Strategic Policy Intern at the Pentagon and was a National Security Fellow at the Kennedy School of Government, Harvard University. Shawn also serves on the governing board of advisors for a non-profit public media organization. He and his wife are the proud parents of two Old Dominion University graduates and reside in Virginia.
